Covers how Congress is organized, why it sometimes fails, and what lets an independently elected president still serve as the nation’s “chief legislator.” The U.S. Congress is one of the most controversial legislatures in the world. Topics include congressional elections, legislative procedure in the U.S. House and Senate, the roles of standing committees and political parties in the Congress, and Congress’s relationship to the presidency. Also discusses voters and campaign finance, House and Senate rules, and the budget.
